With reference to despatch No. 1977/10 of the 4th. ultimo addressed by His Excellency the Governor of Hongkong to His Excellency the Governor of Macao, I am directed to for- -ward the enclosed copy of Government Notffication No. 59 of the 10th. instant and to request that your Government will be good enough to arrange that export of morphine and compounds of opium from Macao to this Colony should not be permitted unless the person applying for a permit to export such morphine or compounds of opium produces a permit from the Superintendent, Imports and Exports, in this Colony authorizing him to import the same into Hongkong. Complete reciprocity will thus be established in this matter between the Colonies of Macao and

Hongkong.
